The UPA second is on it's way to economic reforms. Earlier we expected it in the maiden budget. But that didn't happened. India incorporated was very much worried on this issue. The silence of the government on disinvestment, insurance and aviation sector reforms created much ado, but it were all waste since government itself go ahead with the expected reforms. (public sector disinvestment has already started with the IPO of NHPC, as many more IPOs are there in the pipeline). ASEAN agreement the trade agreement with the south east asian nation is another development in the overall development. The proposed food security act will only be possible if this agreement came in tto effect. China is very keen in utilizing all the available measures to tap the market in Asia. If India want to survive in this world of open market then we should think beyond china. UPA is still also silent in insurance and aviation reforms. But sooner or later they will consider it seriously.
New tax code
In the union budget there was some hike in the personal income tax limit. This proposal came at a time when global recession showed withdrawal syndrome. It is a simple logic that when the people in a country spends then only the economy of the country booms, we can't always look overseas for development. Which was evident during the time of global recession. China practiced the logic much before. In the global scenario also India is a major market with 1.15 billion people living here. All major global players in the market are now keen in opening branches in this country. As it is a truth all over the world india is a major service hub too (this proves that the salary given in india is cheap that's why all jobs are imported to india). Since the salary in India is very low considering global standards the income tax limit should also be in a rational way. The new tax code serves very well in this regard.
Draft direct tax code had been made public. Now it is left for debate and is proposed to implement in 2011. That means it will get almost 2 years to debate the new tax code. The highlight of the new tax code is the widening of tax limit. According to last general budget upto 1.6lakhs income will attract nil tax, for women the limit is 1.90lakhs and for senior citizens the limit is 2.40 lakhs. As it is a fact higher limit means higher spending by individuals. This in net effect will make positive impact in the economy. In the proposed new tax code income in the range 1.6-10 lakhs will only attract 10% tax only. The next slab is 10-25 lakhs which will attract a tax of 20% and above 25 lakhs the percentage is 30%. If these proposals are implemented there will be a large amount of money flow in the system.
Apart from these innovative steps savings limits will be increased form existing 1lakh to 3 lakhs. MAT (minimum alternate tax-tax payable to companies which are out of tax bracket) will be final tax and no carry over complication. STT, securities transaction tax-to eliminate from April 1, 2011. GST (goods and services tax) will be implemented from next financial year.It is believed that GST is a modern tax system which addresses all modern day tax issues.
Is it good
The new tax code is good to some extent. It will enable individuals to flow money to the market. The draft also proposes a reduction of 5% in corporate tax. The government is very sure that there will not be any loss in the revenue. Moreover it will bring transparency and simplicity to the system. The existing income tax law, 1961 will be replaced by the new law and India will reach in the 21st century taxation with the implementation of the same. Government plans to implement the tax tax law at the golden jubilee year of the existing tax law.
More aggressive debate is needed in this regard. If more simplicity is needed it should be done. Awareness in this regard should be done in a proper manner. Grass root level awareness is also required. If it is found out that the new system will cut governments revenue it should not impose new taxes on the people it should consider alternate measures to address the problem.

All issues cannot be resolved overnight; But
All lights are off and the Budget show is over. Before the great deal, once in a financial year, expectations were pretty high. FM just watched it over his round glass and neglected it. But he made some indications in his speech, only time will tell the exact meaning of those words and suggestions.
Is the budget so bad? A lound no is the answer. Everyone will agree, considering the adverse situations prevailing all over the world, that the budget 2010 is very important regarding the fate of the country. Naturally expectations were also high. After the budget speech Panob Mukherjee said that every issues can not be resolved overnight. Everything will take it's own time to get resolved. Market reacted in a negative manner to the budget. (Share market always reacts drastically to changes even if it is very small, even the FM was also shocked by it's reactions). The budget was more people oriented. The rail budget also had the same 'face value'. This clearly indicates that the central government headed by UPA is more focussed on people, especially the people they call aam admi.
In the budget script right from the beginning more concentration was on the infrastructure development. The second topic in the speech was agricultural reforms. Consequent to the announcements related to infrastructure and agriculture Indian markets showed some activity. Infrastructure development is a big issue need government attention so also agriculture. During the second part of the budget speech finance minister announced the allotments to social welfare projects. Altogether the budget spoke the language of common man which the corporates didn't understand.
India is the youngest country in the world. We have 55 crore youth residing here. Youth, as they say, is the most vibrant time of a man, full of passion, novel ideas and above all they are ready to work. All they want is some motivation. But in India they lack is the opportunity. It is the duty of the state that it should provide appropriate medicines to its people to fulfill their dreams. In this more complicated world knowledge is power, otherwise information is wealth. One who gains knowledge is the most powerful man in the world. One gets knowledge through education hence education should be the top priority to every government. But the union budget failed to address the issue properly. Of course there are suggestions, but it always happens and nobody cares. Education loans should be more liberalized. It should be interest free, more relaxed paper work, less traveling for the student and the parents. More relaxation to the terms for the students below the poverty one and some more consideration for the deserved one among them. Through proper lobbying from government only this will happen.
The next big thing is agriculture reforms. Climate change and attitudinal change are the major factors which adversely affects the agriculture sector of the country. The proposed food security bill is a major step in this regard. But some more serious steps should be taken to tackle this menace. China is thinking ahead in this context and they had already started steps to address the issue which will become a major concern for all the countries in the world in the future. Government should ensure the safety of the corps by implementing proper insurance schemes. Irrigation and power power supply to the rural india should be the main priority, these issues should be take care of in the proposed infrastructure development projects.
Another issue which needs proper care is the health care sector. The price of life saving medicines are increasing on a daily basis. Rural india is striving from lack of health care facility. Treatment is a kind of huge burden on them. Actually they are dying because they have no money to afford the treatment. Some rural insurance schemes should be implemented to overcome the problem. Subsidy should be given to the poor (poor should be determined based on their earning capacity)
There are no major proposals in the Budget to address these issues but these are the burning issues in the country and government should consider these also when they take issues into consideration.

Night in the condom
We are together in this endless night
Naked, kissing each other
The perfume from your skin
Wandering inside my nostrils
Like a snake.
This is an irresponsible night
Like a penis inside condom
Infertile, still working.
I want to swallow every inch of your body
I want to conquer every cell of yours
I want to dig my grave
Inside your naked body
I want to reinvent myself in you
Through the lens of time
I want to be your history
Still naked
Penetrating through your life
Like sound penetrating through years
Wake upNight is going away from us.
Naked, kissing each other
The perfume from your skin
Wandering inside my nostrils
Like a snake.
This is an irresponsible night
Like a penis inside condom
Infertile, still working.
I want to swallow every inch of your body
I want to conquer every cell of yours
I want to dig my grave
Inside your naked body
I want to reinvent myself in you
Through the lens of time
I want to be your history
Still naked
Penetrating through your life
Like sound penetrating through years
Wake upNight is going away from us.

My Poems-2
Ugly Life
I am walking
I don’t know where I am going
Yet, I am walking
Under the orange sky
Under the asbestos roof of the world
I can’t fold my white umbrella
Since it is not working well
I have been thinking about life
It’s edges and corners
It’s bare heart
it’s nicotine tongue
it’s milk less breasts
But I want to escape from all these
From all these ugly phases of life
I can’t suffer the pain of life
Pain of being avoided
pain of being hated
pain of being nothing
How ugly is this life
I want to wash it with all my strength
I want to paint this world with my blood
I want to lit this world with the spark of my eyes
I want to defeat the world with my soul
I want to reconstruct the sky
The trees and the mountains
I want to smell the world without nose
I want to paint this world with my blood
Birds are silent
Today is a stupid day
Since you are away home
Birds were silent today
I want them to be noisy all the time
I hope they don’t fly away
They should always sing for us
In this old city
There is nothing left
Except memories
Actually I am filled with the memories of you
Your face is like a city for me
A city full of joy
A city which heals me when I am wounded
A city which accommodates me
Whenever you are away from me
I am frightened
Frightened like a baby in the dark
For me, my love you are my light
Sometimes I hate this room
For it is too small to occupy my love
When we are in this room
Locked in and locked together
I always look at the street light opposite to us
It’s like an old man searching for something
Sometimes it looks at me
With it’s fainted eyes
But it always smiles at you, my dear
Oh my dear please comeback soon
Birds start singing.
Living in recession
I can’t tell you right now
What I am feeling
But I can tell you one thing that nothing is going well
I saw a picture yesterday
Actually I didn’t understand that
Full of bright colors and lines
Most of them are broken
What all these pictures represent
Are they pure art!
Or some artists trying to fool us?
But the thing is that when I stared at the picture
I thought it represents my mind
Full of emotions (nothing relevant!)
Living in recession with your dreams is a stupid thing
You have to step out from your shoes
In order to live a normal life
But what is the relevance of life with out dreams
The second thing I thought yesterday was
Why do people commit suicide
Last month one of my friends hanged himself
In his suicide note he had written;
‘I want to defeat god’
Is it possible to defeat god (god the almighty)
But with my normal capacity I can say that
By committing suicide we are defeating god
(or do we defeat ourselves)
Living in recession is a bad thing
Like thinking about suicide.
I want to bury myself
You are like the ocean
I awake on your shore
As a sound waiting for it’s echo
I love you
But you love someone else
Whenever kisses you
A wound is left in my heart
But still I love you
With my bleeding heart
In this world there is no place
Where you are not
Your vagina is like a temple
I want to burn myself in it
your smile is like a blossom
I want to be a part of it
Whenever you speak
I feel like hearing a symphony
When I asleep
The soul of my language went on searching for words
That could describe you properly
I want to bury myself in your grave
Under the banyan tree
Where I first met you.
I want to bury me in you
I am walking
I don’t know where I am going
Yet, I am walking
Under the orange sky
Under the asbestos roof of the world
I can’t fold my white umbrella
Since it is not working well
